Mr Speaker, I understand that Mr Leong Mun Wai wishes to make a Personal Explanation to the House, in response to my request for the withdrawal and apology in respect of his Facebook post.

I, therefore, beg to move, "that the proceedings on the Personal Explanation by Mr Leong Mun Wai be exempted at this day's Sitting from the provisions of Standing Order No 2."
