Training and Accreditation for Home Defect Inspectors

Debated in Parliament on 5 Aug 2019.

Summary written by AI (learn more)

Chong Kee Hiong asked about measures to ensure home defect inspectors are adequately trained and accredited, and whether BCA will introduce a licensing framework for the profession.
Lawrence Wong explained that BCA promotes quality through the CONQUAS and QM schemes, which assess structural, architectural, and mechanical works as well as internal finishes.
He noted that home buyers can use CONQUAS and QM scores as benchmarks for quality but that private defect inspectors are not regulated or licensed by BCA.
BCA’s focus is on implementing tighter quality controls at the start of the building process rather than licensing defect inspectors.
The response emphasized that quality assurance is primarily achieved through existing industry schemes rather than direct regulation of inspectors.

Chong Kee Hiong

Mr Chong Kee Hiong asked the Minister for National Development (a) what are the measures to ensure that home defect inspectors are adequately trained and accredited; and (b) whether BCA will introduce a licensing framework for this profession.

Lawrence Wong

BCA encourages the construction industry to improve on workmanship quality through the Construction Quality Assessment System (CONQUAS) and Quality Mark (QM) schemes. CONQUAS assesses the structural works, architectural works, and mechanical and electrical works of a new building project. QM assesses the workmanship quality of the internal architectural finishes of every dwelling unit to ensure consistent workmanship quality.

Home buyers can use the CONQUAS and QM scores as a guide and benchmark for quality when they purchase a home. Beyond that, some home buyers also engage private sector firms to undertake home defect inspections. These home defect inspectors are not regulated or licensed by BCA. Our focus is to put in place tighter quality controls at the start of the building process. That is what the CONQUAS and QM schemes aim to achieve.
