Er Dr Lee Bee Wah asked the Minister for National Development (a) what is the status of reviewing the Enhancement for Active Seniors (EASE) programme; (b) whether there are plans to lower the age criteria to qualify for this programme and enhance its coverage of improvements; and (c) whether this programme will be extended to low-income families with special needs members who do not meet the age criteria.
We have completed the review of the Enhancement for Active Seniors (EASE) programme.
As from 1 August 2014, we have lowered the age criterion for EASE from 70 years old to 65 years old. For those who require assistance in daily living, we have further lowered the age criterion to 60 to 64 years old. The change in age criterion will allow an additional 100,000 households to benefit from EASE.

In addition, we have extended the scope of works to cover a second toilet within the flat. So, if seniors opt for it, the Housing and Development Board (HDB) will carry out slip-resistant treatment to the floor tiles and install grab bars for their second toilet.
For families with special needs members who do not meet the age criterion, HDB will consider their requests and approve them if the needs are justified.
