Debated in Parliament on 9 Jul 2014.
Assoc Prof Tan Kheng Boon Eugene asked the Minister for National Development (a) if he can provide a summary of the feedback, objections and representations received on the Draft Master Plan 2013; (b) whether hearings or public inquiries have been held prior to the gazetting of the Master Plan 2014 on 6 June 2014; and (c) if not, whether there are any plans to hold such hearings and public inquiries.
There were 402 pieces of written feedback received on the Draft Master Plan 2013 during the exhibition period between 20 November to 19 December 2013.
Most of the feedback pertained to housing and transport issues, while some were on issues such as economy, heritage, recreation and public spaces. The remaining feedback comprised compliments, general enquiries and requests for information.
Overall, the feedback welcomed proposals to make Singapore a more liveable, endearing and sustainable home. These included proposals for more community, healthcare and commercial amenities, more parks and greenery, cycling and walking initiatives, identity nodes, and new residential areas and regional centres.
As for the feedback on local concerns, such as traffic congestion and lack of amenities, URA will work with other agencies to address them.
URA has studied and considered all feedback. Where feasible, these were incorporated into the plans. We conducted one hearing where the feedback raised new matters which were substantive, which we required further clarifications on and which pertained to a new proposal in the Master Plan. With the gazette of the Master Plan, the Draft Master Plan process has been completed.
