Ms Foo Mee Har asked the Minister for Transport in the last 10 years (a) what are the failure rates of inspection checks for private cars at third, fifth, seventh and ninth year of inspections; (b) what are the numbers of car breakdowns and road accidents as a result of poor car maintenance; and (c) whether the Ministry will consider reducing the frequency and nature of the inspections to help car owners save costs and time.

Sir, the average inspection failure rate for both three-year and five-year-old cars for the last 10 years is 6.3%. For seven-year and nine-year-old cars, the rates are 7.1 % and 8.7% respectively over the same period.
We do not have data on car breakdowns and accidents that were the result of poor maintenance. However, preventive maintenance, and our vehicle inspection regime, are important in ensuring that cars maintain roadworthiness and that road safety is not compromised. LTA regularly reviews the inspection tests, frequency and passing standards, in line with international practices.
