Debated in Parliament on 15 Oct 2025.
Mr Chua Kheng Wee Louis asked the Acting Minister for Transport (a) whether the Ministry can publish the Commuter Graciousness Index and Commuter Graciousness survey results over the last five years;
We had answered a similar question by Member of Parliament Assoc Prof Jamus Lim on 26 September 2025. As mentioned in the written reply, we have been encouraging commuters to offer their seats to those who need them more through the Caring SG Commuter Movement and campaigns on gracious commuting behaviour. [Please refer to "Policy Enhancements for Priority Seating on Public Transport and Considerations for Legal Enforcement", Official Report, 26 September 2025, Vol 96, Issue 6, Written Answers to Questions section.]
The Government tracks the perceptions of graciousness on public transport through various studies by the Land Transport Authority (LTA) and the Public Transport Council. We are currently reviewing the methodology of the LTA survey that was previously used to derive the Commuter Graciousness Index.
