Dr Neo Kok Beng asked the Minister for Education whether more restorative measures have been considered instead of punitive choices like caning in relation to the recent anti-bullying recommendations to be implemented by the Ministry in 2027.
Dr Neo Kok Beng asked the Minister for Education (a) what are the root causes of bullying in Singapore schools; (b) how the recent measures to tackle the bullying issue address the root causes of bullying; and (c) whether the Ministry has studied the potential impact that bullying has on both bullies and victims in the areas of shame, guilt, and identity formation.
