Debated in Parliament on 5 Aug 2026.
Assoc Prof Kenneth Goh asked the Minister for Trade and Industry (Energy and Industry) in light of the recent impact evaluation of the Enterprise Development Grant (EDG) (a) whether Enterprise Singapore has assessed the broader impact of EDG-supported projects beyond revenue and value-added; and (b) what has been learned from firms that did not show measurable improvements after project completion, including their ability to utilise new capabilities.
The Enterprise Development Grant (EDG) supports businesses to upgrade, innovate, grow and transform. Beyond economic outcomes, such as revenue and value-added, Enterprise Singapore also tracks indicators, such as estimated cost savings from the adoption of new technologies and solutions. In 2025, EDG recipients reported an average annual cost reduction of S$200,000.
There are various reasons why a company may not see measurable improvements soon after project completion. Market volatility, weaker demand and cost pressures may affect overall revenue and productivity growth, as well as firms' adoption of the solutions. Innovation projects may also require a longer gestation period before benefits are realised.
Overall, EDG recipients, especially small and medium-sized enterprises, have seen increases in revenue, value-added and cost savings. The Government will continue to review its suite of enterprise schemes to support our businesses in their growth and transformation.
