Debated in Parliament on 10 Sep 2026.
Dr Charlene Chen asked the Minister for National Development (a) whether HDB has tracked, since the introduction of the Family Care Scheme (Proximity), the success rates of first-timer families applying to live with or near their parents broken down by town; and (b) where success rates are persistently lower in towns with constrained new BTO supply, whether the Ministry will review how the Scheme supports such families.
In the past four Build-to-Order (BTO) sales exercises, about six in 10 first-timer families who applied under the Family Care Scheme (Proximity) received a queue number. Success rates vary across projects and towns depending on flat supply, flat attributes and applicants' housing needs and preferences.
Families who wish to live together or near each other may also tap on other available schemes, such as the Family Care Scheme (Joint Balloting), Three-Generation flats and the Proximity Housing Grant.
