Mr Melvin Yong Yik Chye asked the Minister for National Development (a) whether the Ministry can provide an update on the review of the regulatory regime for pet sector activities, including pet grooming businesses; and (b) whether NParks will consider working with the Consumers Association of Singapore and other relevant stakeholders to address consumer protection concerns while safeguarding animal welfare under the new regulatory regime.
To further enhance animal health and welfare standards, the National Parks Board (NParks) is looking at possible refinements to the regulatory regime for pet sector activities as part of the ongoing review of the Animals and Birds Act. NParks is also updating the Code of Animal Welfare for pet groomers and developing guidance for dog trainers, with more details to be shared later this year.
NParks strongly encourages prospective pet owners to adopt their pets from animal groups or to purchase them from licensed pet shops. Where disputes arise with pet sellers, consumers may approach the Consumers Association of Singapore to seek assistance in exploring avenues for recourse.
