Mr Fadli Fawzi asked the Minister for National Development (a) as at 31 August 2026, what is the number of Community Care Apartments (CCAs) that remain unsold; (b) what are HDB's plans to sell these flats before completion; (c) whether HDB has any plans to convert such flats to regular 2-room flats if they remain unsold upon completion; and (d) if not, why not.
Since 2021, the Housing and Development Board has launched a total of around 1,100 community care apartment (CCA) units across five Build-To-Order (BTO) projects. On average, about seven in 10 CCA units were taken up by the end of each BTO selection exercise. Unselected CCAs are re-offered at subsequent Sale of Balance Flats exercises.
The demand for CCAs has yet to stabilise, as it is a relatively new housing typology, with only one project at Harmony Village @ Bukit Batok completed thus far.
