Mr Abdul Muhaimin Abdul Malik asked the Minister for Social and Family Development (a) what proportion of preschool places does the Government intend to bring under Anchor and Partner Operators by 2030; (b) whether the Ministry will track and publish the number of independent preschool closures as this share grows; and (c) whether current arrangements for families displaced by abrupt closures are adequate, particularly on the recovery of prepaid fees and deposits.
We intend to expand the network of Government-supported preschool operators and have places to cater to more than 80% of preschoolers by 2030. As part of this effort, the Early Childhood Development Agency (ECDA) will introduce a new grant to help eligible preschool operators that wish to transition onto the Government-supported network. This will allow a broader range of operators, including smaller operators, to benefit from Government support while continuing to offer families with quality preschool options.
The preschool sector is dynamic, with centres opening, restructuring and closing for various reasons. ECDA monitors the sector closely, including on preschool closures, and will publish information where appropriate.
In the event of cessation, preschools must assist parents in securing alternative care arrangements to minimise disruption and manage any outstanding financial matters, such as refunds of fees and deposits to parents. ECDA may also assist affected parents who require help with alternative preschool placement. Parents who require further assistance with matters concerning deposit or fee refunds may seek assistance from the Consumer Association of Singapore or approach the Small Claims Tribunal.
