Mr David Hoe asked the Minister for National Development following the one-year Community Relations Unit (CRU) pilot in Tampines (a) what outcomes have been achieved for severe hoarding cases, including cases resolved and use of enforcement powers; (b) whether the Ministry has decided to expand the CRU beyond Tampines; and (c) whether Clementi can be prioritised given recent severe hoarding cases.
The Ministry of National Development has expanded the Community Relations Unit's (CRU's) operations nationwide since 1 September 2026. CRU focuses on the most severe neighbour noise and hoarding cases, in both public and private housing estates.
Enforcement is one of several measures used to address hoarding issues. CRU works with the New Environment Action Team network to more holistically and sustainably address the root causes of hoarding, beyond regulatory action.
For severe hoarding cases, the Community Disputes Resolution Tribunals (CDRT) may order occupants to declutter their residential unit. Should this fail, CRU's Director-General may apply to the CDRT for CRU to declutter a residential unit, where CDRT has found the occupant to be causing unreasonable interference to their neighbours.
