Assessment of Optimal Rail Operating Licence Duration to Encourage Long-term Technology and Workforce Capability Investment

Mr Gabriel Lam asked the Minister for Transport (a) whether the Ministry has assessed the optimal duration of rail operating licences to encourage long-term investments in technology and workforce capabilities; (b) what factors determine licence length; and (c) whether there are plans to review the current framework in light of increasing capital investment requirements.
