Debated in Parliament on 7 Mar 2025.
The following statement was made by the Minister for Manpower (Dr Tan See Leng) during the Ministry of Manpower’s Committee of Supply debate at the Sitting of 7 March 2025:
So, in this kind of very tight labour market, when you peg it at the qualifying salaries at the top one-third of the respective sector, we are not setting up a new forward projected qualifying salary. The way we set the benchmarks is based on the prevailing salary of the top one-third of the EP and S Pass holders. [Please refer to "Committee of Supply – Head S (Ministry of Manpower)", Official Report, 7 March 2025, Vol 95, Issue 160, Budget section.]
Written statement by Dr Tan See Leng circulated with leave of the Speaker in accordance with Standing Order No 29(5):
I wish to make the following factual correction to my clarifications during the Ministry of Manpower’s Committee of Supply debate at the Sitting of 7 March 2025. My clarifications should read as follows:
So, in this kind of very tight labour market, when you peg it at the qualifying salaries at the top one-third of the respective sector, we are not setting up a new forward projected qualifying salary. The way we set the benchmarks is based on the prevailing salary of the top one-third of local professionals, managers, executives and technicians (PMETs) and local associate professionals and technicians (APTs).
