Ms He Ting Ru asked the Minister for Digital Development and Information in view of continued technological developments including AI-driven calls (a) what measures are in place to improve Do Not Call (DNC) Registry enforcement and compliance; (b) how many (i) DNC complaints and (ii) investigations about unsolicited communications have taken place in each of the last two years; and (c) how many fines have been meted out for breaches of the relevant laws.
The Personal Data Protection Commission (PDPC) monitors industry practices and maintains robust enforcement of the Do Not Call (DNC) provisions through investigation of complaints and engagement with businesses on compliance. The number of DNC complaints has continued to decline since the DNC regime was updated in 2021. The PDPC received approximately 1,700 and 1,380 DNC complaints in 2024 and 2025 respectively, of which 122 and 176 cases respectively were investigated for potential breaches of the DNC provisions. None of these cases warranted a financial penalty.
