Debated in Parliament on 6 Mar 2026.
The Minister for Sustainability and the Environment, Ms. Grace Fu Hai Yien, described "Transiently Floodable Areas (Coastal)" during the Second Reading of the Coastal Protection and Other Amendments Bill, which are defined by an Absolute Protection Boundary landward and a Protection Boundary seaward. A correction was issued indicating that these areas need protection against permanent flooding but not against transient coastal flooding.
The following statement was made in a speech given by the Minister for Sustainability and the Environment (Ms Grace Fu Hai Yien) during the Second Reading of the Coastal Protection and Other Amendments Bill at the Sitting of 6 March 2026:
The second category will comprise Prescribed Places bound by two boundary lines, the Absolute Protection Boundary on the landward side of the area, and Protection Boundary on the seaward side. These places are known as "Transiently Floodable Areas (Coastal)". These need not be protected against permanent flooding but need to be protected against transient coastal flooding. [Please refer to "Coastal Protection and Other Amendments Bill", Official Report, 6 March 2026, Vol 96, Issue 26, Second Reading Bills section.]
Written statement by Ms Grace Fu Hai Yien circulated with the leave of the Speaker, in accordance with Standing Order No 29(5).
I wish to make the following factual correction to my speech given during the Second Reading of the Coastal Protection and Other Amendments Bill at the Sitting of 6 March 2026. My speech should read as follows:
The second category will comprise Prescribed Places bound by two boundary lines, the Absolute Protection Boundary on the landward side of the area, and Protection Boundary on the seaward side. These places are known as "Transiently Floodable Areas (Coastal)". These need to be protected against permanent flooding but need not be protected against transient coastal flooding.
