Proposal for Singular Queue Number and Booking Appointment to Select Two Units Concurrently under Family Care Scheme (Joint Balloting)

Mr David Hoe asked the Minister for National Development (a) whether HDB will consider assigning parent and child applicants a single joint queue number and one booking appointment to select two units concurrently under the Family Care Scheme (Joint Balloting); and (b) if not, what alternative measures can HDB introduce to avoid scenarios where one party cannot secure a unit due to their queue number assigned.

The Family Care Scheme (FCS) (Joint Balloting) allows parents and their children, married or single, to jointly apply for two units in the same Build-To-Order project. This scheme replaced the previous Multi-Generation Priority Scheme (MGPS) from the October 2025 sales exercise.

Under MGPS, successful parent-child pairs received a single queue number and could only book from a list of pre-identified units, which sometimes may not match their preferences. The current FCS (Joint Balloting) provides applicants with greater choice. Successful parent-child pairs will each receive a distinct queue number and can select from all available units during their respective booking appointments.

On a case-by-case basis, the Housing and Development Board is prepared to exercise flexibility for applicants who face limited choices towards the end of the flat booking exercise.
