Response Procedures to Address Residential Secondhand Tobacco Smoke Complaints and Consideration of Stronger Intervention for Persistent Cases

Ms Diana Pang Li Yen asked the Minister for Sustainability and the Environment (a) how does NEA respond to complaints of secondhand tobacco smoke from residential homes that affect neighbouring units; and (b) whether stronger intervention, including structured mediation or regulatory measures will be considered for persistent cases in high-density estates.

When there is feedback from residents affected by secondhand tobacco smoke from neighbouring homes, the National Environment Agency, Housing and Development Board, Health Promotion Board or the relevant Town Council receiving the feedback would issue advisories to surrounding residential units to encourage smokers to be considerate towards their neighbours. Residents who wish to resolve the matter through the help of a trained mediator can approach the Community Mediation Centre for free mediation service. For persistent cases, residents may consider filing a claim with the Community Disputes Resolution Tribunal as a last resort. We will continue to monitor international best practices and review our policies periodically.
