Dr Wan Rizal asked the Minister for Social and Family Development (a) what indicators are used under ComLink+ to assess whether families have achieved stability and upward social mobility; (b) what proportion of ComLink+ families continue to face persistent challenges relating to family functioning and child well-being; and (c) how are insights from recent ComLink+ outcomes informing enhancements to upstream preventive support, particularly for children and caregivers in vulnerable households.
The indicators used to track families' progress towards stability, self-reliance and social mobility, and families' outcomes in the domains of family functioning and children's development and education, are available in the Ministry of Social and Family Development's Supporting Lower-Income Households Trends Report 2025 at https://go.gov.sg/msflowerincometrendsreport2025.
Under ComLink+, family coaches and Family Service Centre (FSC) case workers identify families with greater needs and work with relevant agencies to address them. This includes programmes and services providing upstream support for children and caregivers, such as preschool enrolment and KidSTART.
