Joan Pereira asked whether the government plans to subsidize or grant blanket approval for residents in HDB rental flats to install energy-efficient air-conditioning units.
Desmond Lee confirmed that HDB rental tenants must obtain consent before installing air-conditioners, which is standard practice, and HDB generally approves such requests based on tenants' circumstances.
HDB households, including rental tenants, can use $300 climate vouchers to offset the cost of energy-efficient appliances like air-conditioners from participating retailers.
The government will provide up to $950 in U-Save rebates this financial year to help eligible households offset utility expenses, covering about eight months of bills for one- and two-room flat dwellers.
These measures aim to support residents in adopting energy-saving appliances while maintaining existing approval processes and financial assistance schemes.

Ms Joan Pereira asked the Minister for National Development whether there are plans to subsidise or give blanket approval for residents in HDB rental flats to install cost-efficient and energy-saving air conditioning units.

Desmond Lee

Public rental tenants are required to obtain Housing and Development Board's (HDB's) consent before carrying out any renovation works, including the installation of air-conditioners. This is consistent with market practices, where tenants are usually required to seek the landlord’s consent before carrying out renovation works. HDB generally approves such requests, taking into consideration tenants’ circumstances.

HDB households, including public rental tenants, can tap on the $300 climate vouchers provided under the Climate Friendly Households Programme to offset the cost of buying energy-efficient appliances, including air-conditioners, from participating retailers. In this financial year, the Government will also provide up to $950 in U-Save rebates to help eligible households offset their utility expenses. On average, this will cover about eight months of utility bills for those living in one- and two-room flats.
