Rationale for Allowing Use of Only Single-deck Beds in Migrant Worker Dormitories

Debated in Parliament on 5 Jul 2023.

Summary written by AI (learn more)

Louis Ng Kok Kwang questioned the rationale for allowing only single-deck beds in migrant worker dormitories, when the policy was revised to allow double-decker beds, and the reasons for the revision.
The Ministry of Manpower clarified that it never mandated the exclusive use of single-deck beds, but trialled them in 2020 to reduce disease transmission risks in quick-build dormitories.
The new dormitory standards introduced in September 2021 did not include a requirement for single beds, as other measures like en-suite toilets and room capacity caps were prioritized to manage public health.
The revision was driven by the need to balance disease transmission reduction with the practical use of space, leading to the adoption of alternative safety features instead of bed type restrictions.
The response emphasized that single beds were only one factor in transmission risk management, and the focus shifted to comprehensive dormitory design improvements.

Mr Louis Ng Kok Kwang asked the Minister for Manpower (a) what is the rationale behind the proposal to allow the use of only single-deck beds in migrant worker dormitories; (b) when has this proposal been revised to allow the use of double-decker beds; and (c) what are the reasons behind the revision.

Tan See Leng

The Ministry of Manpower did not promulgate any regulation that only single-deck beds should be used in migrant worker dormitories. In 2020, we trialled the use of single-deck beds in Government-built and -owned Quick Build Dormitories to reduce risks of disease transmission.

The new dormitory standards introduced in September 2021 did not incorporate the use of single beds. While single beds may reduce disease transmission, it is only one factor in managing transmission risks within dormitories while it reduces the usable space for residents in the room. Instead, the new standards adopted other features, such as en-suite toilets, room capacity caps and self-contained sections on each floor, to strengthen public health.
