Mr Melvin Yong Yik Chye asked the Minister for Transport (a) over the past three years, how many enforcement actions have been taken annually against errant cyclists and riders of Personal Mobility Devices (PMDs) in the Orchard Road area; (b) how many of these cases involved foreign nationals; and (c) what are the Ministry's plans to enhance safety awareness among this group of users.
For the three years between June 2020 and May 2023, there were about 180 errant riding offences detected on public paths in the Orchard Road area. These included riding power-assisted bicycles (PABs) or motorised personal mobility devices (PMDs) on footpaths, speeding and riding pedal bicycles without handbrakes. Out of the 100 offenders who have already been identified, only one is a foreign national. The other cases are pending investigation.
