Average Response Time for Emergency Vehicles

Debated in Parliament on 21 Mar 2023.

Summary written by AI (learn more)

The Minister for Home Affairs reported that the median response time for emergency ambulances was approximately seven minutes in both 2020 and 2021, and about eight minutes in 2022.
Delays in emergency vehicles reaching destinations are commonly due to traffic congestion during peak hours and weather conditions such as heavy rain affecting visibility.
Another frequent cause of delay is the need to dispatch vehicles from further-away bases when the nearest ones are fully engaged with other incidents.
The response was provided to address Ms He Ting Ru’s question on average response times and reasons for delays over the last three years.
The information highlights consistent response times with slight variation, underlining the impact of external factors on emergency service efficiency.

Ms He Ting Ru asked the Minister for Home Affairs in each of the last three years (a) what is the average response time for emergency vehicles to reach their destinations to attend to emergencies; and (b) what are the common reasons for delays in emergency vehicles sending patients to hospitals.

The Minister of State for Home Affairs (Assoc Prof Dr Muhammad Faishal Ibrahim) (for the Minister for Home Affairs)

Sir, the median time taken for an emergency ambulance to arrive at the incident location was about seven minutes in 2020, about seven minutes in 2021 and about eight minutes in 2022.

A common reason when there is delay is traffic or weather conditions en route, for example, traffic congestion during peak hours or heavy downpour affecting road visibility. Also, sometimes, the Singapore Civil Defence Force may have to dispatch emergency vehicles that are further away from the incident location because those from the nearest bases are fully engaged in other incidents.
