Debated in Parliament on 10 Jan 2023.

Summary written by AI (learn more)

Leon Perera proposed a study on average household spending on tuition and enrichment classes, broken down by income decile, to better understand the private tuition industry’s effects across income groups.
Chan Chun Sing, representing the Ministry of Education, stated that MOE does not conduct such specific studies but noted that the Department of Statistics’ Household Expenditure Survey collects data on private tuition and educational course expenditures every five years.
The debate centered on whether existing data from the Household Expenditure Survey sufficiently addresses the need for detailed, income-decile analysis of tuition spending.

Leon Perera

Mr Leon Perera asked the Minister for Education whether the Ministry will consider doing a study on the average out-of-pocket spending by households on tuition and enrichment classes for children, broken down by income decile, to better understand the demand for and effects of the private tuition industry by income segment.

Chan Chun Sing

MOE does not conduct studies on the out-of-pocket spending on tuition and enrichment classes for children. The Household Expenditure Survey (HES) conducted by the Department of Statistics once every five years collects information on consumption expenditure by resident households, including that on private tuition and other educational courses.
