Barriers Preventing Singaporeans from Signing Advance Medical Directives and Measures to Counter These
He Ting Ru asked the Minister for Health about barriers to signing advance medical directives (AMD), strategies to boost participation beyond current public education efforts, and the potential for simplifying the certification process. Ong Ye Kung responded that the complexity of the AMD process, which requires legal documentation and two witnesses (including a doctor), is a barrier but serves to protect individuals' interests. He mentioned that without an AMD, doctors can recommend withdrawal of life-sustaining treatment based on the patient's case, and having an Advance Care Plan (ACP) or a Lasting Power of Attorney (LPA) is easier to establish. Awareness of end-of-life planning has led to an increase in AMD uptake, from 3,000 in 2015 to over 8,000 in 2024.
